Vladimir Šokman was born in Võru on 26 April 1948. He graduated from the 7th Secondary School of Tartu in 1966, from the national University of Tartu in the specialty of physical education in 1971, and later, in 1981, in the speciality of psychology. Vladimir Šokman has also completed various trainings related to vocational education, social issues, school administration, and local municipality administration to add to his knowledge base.
In 1973-1978, Vladimir Šokman was employed as the head of the excursions bureau of Tartu; in 1978-1983, he was the instructor of healthcare and sports institutions of the ECP Tartu City Committee; and, in 1983-2001, he served as the headmaster of the Tartu Industrial School. Vladimir Šokman has been the Deputy Mayor of Tartu in the periods from 2001 to 2011 and from 2013 to 2015; from April to May in 2011 and from April 2015 to October 2017, he was Chairman of the City Council Tartu.
Vladimir Šokman has served as member of the City Council of Tartu since 1999. He is member of the Prison Committee of Tartu, supervisory board member of Tartu Veevärk AS, as well as member of the policy committee of the Council of European Municipalities and Regions (CEMR).
